Qatar Land Rights

Qatari nationals can own property on a freehold basis anywhere in Qatar.

GCC nationals may buy residential real estate anywhere in Qatar but they are not permitted to sell it in the first 4 years after purchase. They cannot take out a mortgage loan on the property unless it is in one of the areas designated for foreign investment – the 18 leasehold areas or the 3 freehold areas.

Resident expatriates of all nationalities are entitled to buy freehold or leasehold property in the designated areas.

Citizens of non GCC origin (non-residents) have been given the right to own land and residential units in three designated areas following the approval of the Cabinet Decision No. 5 of 2006 while foreigners can lease properties for a period of 99 years in 18 areas as per Cabinet Decision No. 6 of 2006.

The three freehold areas are:

- West Bay Lagoon
- Pearl Qatar
- Al Khor Resort

The leasehold areas are:

- Musheireb
- Frij Abdul Aziz
- Doha Jadeed
- Ghanem Al Qadeem
- Al Rifa Al Hitmi
- Al Salata
- Bin Mahmoud
- Rawdat Al Khail
- Al Mansoura and Bin Dirham
- Najma
- Umm Ghuwailina
- Al Khulaifat North and South
- Al Sadd
- New Mirqab and Al Nasser
- Areas around the Doha International Airport
- Al Dafna and Onaiza
- Losail
- Al Kharaij
- Jebel Thiyab

Qatar Real Estate Info Summary

Property Taxes:

There currently is no capital gains tax on the sale of real estate.
There are no inheritance taxes in Qatar.

Qatar Mortgages & Financing

Mortgage loans with amortization periods up to 20 – 30 years (depending on resident status) are available.

The Commercial Bank of Qatar is currently the only bank in Qatar offering mortgage finance to non-residents.

Banks will lend up to 90% for a residential property depending on citizenship status with a 30 year amortization (repayment) period.
